Introduction

So much has been written about the digital divide in India. People have talked tirelessly about the need of taking the benefits of Information Technology (IT) for common man. No one is going to question the validity of the statement “IT for common man has to be in his language”. Many state governments and the central government of India are spending lot of money towards E-Governance. Let us consider the problems and their solutions in implementing the E-Governance projects in India.

ಊರಿನ ಪ್ರಮುಖ ಬಡಾವಣೆ. ರಾತ್ರಿ ಸಮಯ ಹನ್ನೊಂದು ಘಂಟೆ. ಅಮಾವಾಸ್ಯೆಗೆ ಹತ್ತಿರದ ದಿನಗಳು. ನಕ್ಷತ್ರಗಳೂ ಕೂಡ ಮೋಡಗಳ ಹಿಂದೆ ಕಣ್ಮರೆಯಾಗಿದ್ದ ರಾತ್ರಿ. ಬೀದಿ ನಾಯಿಗಳೂ ಸಹ ಬೊಗೊಳೋದು ಬಿಟ್ಟು ಎಲ್ಲೋ ಓಡಿ ಹೋಗಿದ್ದವು. ಬೀದಿ ದೀಪದ ಕಂಬಗಳೂ ಕೂಡ ಎಂದಿನಂತೆ ಬೆಳಕು ನೀಡದೆ ಬೆತ್ತಲೆಯಾಗಿ ನಿಂತಿದ್ದವು. ಎಲ್ಲ ಕಡೆ ಕತ್ತಲೆ. ಊರಿನ ಬೀದಿಯಲ್ಲಿ, ಸ್ಮಶಾನ ಮೌನ.

development of india should reflect in villages

India is a country of villages and villages only. If any one claims that we have progressed it is urban development only and not the complete Nation. After all Bangalores IT mastery has not created any employment or living means for rural poor. I am not just accusing please. Mumbai's share bazaar is not the index for countries properity, I mean rural progress.

ನಿನ್ನೆ (ಜನವರಿ ೧, ೨೦೦೬) ಪಿ. ಶೇಷಾದ್ರಿಯವರ "ಬೇರು" ಚಲನಚಿತ್ರ ನೋಡಿದೆ. ಒಂದೇ ವಾಕ್ಯದಲ್ಲಿ ಹೇಳುವುದಾದರೆ "ಚಿತ್ರ ತುಂಬ ಚೆನ್ನಾಗಿದೆ". ಸರಕಾರಿ ಯಂತ್ರದಲ್ಲಿ ಸಿಕ್ಕಿಹಾಕಿಕೊಂಡ ಪ್ರಾಮಾಣಿಕ ಅಧಿಕಾರಿ ಹೇಗೆ ತಾನೂ ಎಲ್ಲರಂತಾಗುತ್ತಾನೆ ಎಂಬುದನ್ನು ಚಿತ್ರ ತುಂಬ ಚೆನ್ನಾಗಿ ಮೂಡಿಸಿದೆ. ಇಂತಹ ಚಿತ್ರ ಎಲ್ಲರಿಗೆ ನೋಡಲು ಚಿತ್ರ ಮಂದಿರಗಳಲ್ಲಿ ಸಿಗುವುದಿಲ್ಲ ಎಂಬುದು ನಿಜಕ್ಕೂ ದುಃಖದ ಸಂಗತಿ. ಇಂತಹ ಪರಿಸ್ಥಿತಿಗೆ ನಾವೆಲ್ಲರೂ ಕಾರಣ ಎಂಬುದನ್ನು ಚಿತ್ರದ ಕೊನೆಯಲ್ಲಿ ಸಂವಾದದಲ್ಲಿ ಭಾಗವಹಿಸಿದ ಶೇಷಾದ್ರಿಯವರು ಬಹಳ ಚೆನ್ನಾಗಿ ವಿವರಿಸಿದರು. "ತಬರನ ಕಥೆ" ಚಲನಚಿತ್ರ ಮತ್ತು "ನಮ್ಮೊಳಗೊಬ್ಬ ನಾಜೂಕಯ್ಯ" ನಾಟಕಗಳ ಪ್ರಭಾವ ಚಿತ್ರದಲ್ಲಿ ಗಾಢವಾಗಿದೆ. ಆದರೂ ಚಿತ್ರಕ್ಕೆ ತನ್ನದೇ ಆದ ವೈಶಿಷ್ಟ್ಯವಿದೆ. "ಬೇರು" ಎಂಬ ಶೀರ್ಷಿಕೆ ತುಂಬ ಸೂಕ್ತವಾಗಿದೆ. ನಮ್ಮ ಜನಜೀವನದಲ್ಲಿ ಬ್ರಷ್ಟಾಚಾರದ ಬೇರು ಎಷ್ಟು ಆಳವಾಗಿ ಇಳಿದಿದೆ, ಅದನ್ನು ಕಿತ್ತೆಸೆಯಲು ಯಾರಿಂದಲೂ ಅಸಾಧ್ಯ ಎಂಬುದನ್ನು ಇದು ಸಂಕೇತವಾಗಿ ಸೂಚಿಸುತ್ತದೆ. ಎಲ್ಲರೂ ನೋಡಲೇ ಬೇಕಾದ ಚಿತ್ರ. ಇದರ ಪ್ರದರ್ಶನವನ್ನು ಆಯೋಜಿಸಿದ "ಈಕವಿ" ಮತ್ತು ವಿಪ್ರೋ ಕನ್ನಡ ಬಳಗಕ್ಕೆ ಧನ್ಯವಾದಗಳು.

ಬೆಂಗಳೂರು, ಜನವರಿ ೦೧, ೨೦೦೬ : ನವಕರ್ನಾಟಕ ಪ್ರಕಾಶನದವರು ಪ್ರಕಟಿಸಿದ ೧೮ ಪುಸ್ತಕಗಳ ಲೋಕಾರ್ಪಣೆಯ ಕಾರ್ಯಕ್ರಮ ಇಂದು ಬೆಂಗಳೂರಿನ ಯವನಿಕ ಸಭಾಂಗಣದಲ್ಲಿ ನೆರವೇರಿತು. ನವಕರ್ನಾಟಕ ಪ್ರಕಾಶನ ಸಂಸ್ಥೆಯವರು ಪ್ರಕಟಿಸುತ್ತಿರುವ ಹೊಸತು ಪತ್ರಿಕೆಯಲ್ಲಿ ಪ್ರಕಟವಾದ ಪ್ರಾತಿನಿಧಿಕ ಲೇಖನಗಳನ್ನು ಆಯ್ದು ಈ ಪುಸ್ತಕಗಳನ್ನು ಪ್ರಕಟಿಸಲಾಗಿದೆ. ಈ ಪುಸ್ತಗಳಿಗೆ ಹೊಸತು ವಾಚಿಕೆ ಎಂದು ಹೆಸರಿಸಲಾಗಿದೆ. 'ವಿಜ್ಞಾನ ಮತ್ತು ವೈಜ್ಞಾನಿಕ ಮನೋಧರ್ಮ', 'ಬಾನಿಗೊಂದು ಕೈಪಿಡಿ', 'ಪ್ರಚಲಿತ ವಿದ್ಯಮಾನ', 'ವೈದ್ಯಲೋಚನ', 'ಇದು ನಮ್ಮ ಕರ್ನಾಟಕ' -ಇತ್ಯಾದಿ ಶೀರ್ಷಿಕೆಗಳಲ್ಲಿ ಈ ಪುಸ್ತಕಗಳು ಸಾಹಿತ್ಯಾಸಕ್ತರಿಗೆ ಲಭ್ಯವಿವೆ. ಹೊಸತು ಪತ್ರಿಕೆಯ ಸಂಪಾದಕ ಡಾ. ಜಿ. ರಾಮಕೃಷ್ಣ ಪ್ರಾಸ್ತಾವಿಕ ಭಾಷಣ ಮಾಡಿ ಹೊಸತು ಪತ್ರಿಕೆಯ ಹೊಸತನ ಏನು ಎಂಬುದನ್ನು ವಿವರಿಸಿದರು. ಹಲವಾರು ಪತ್ರಿಕೆಗಳು ಮಾರುಕಟ್ಟೆಯಲ್ಲಿ ಲಭ್ಯವಿರುವಾಗ ಹೊಸತು ಯಾವ ರೀತಿಯಲ್ಲಿ ತನ್ನದೇ ವಿಚಾರಧಾರೆಗೆ ಖ್ಯಾತವಾಗಿದೆ ಎಂದು ಅವರು ವಿವರಿಸಿದರು. ಬರಗೂರು ರಾಮಚಂದ್ರಪ್ಪ ಪುಸ್ತಕಗಳನ್ನು ಲೋಕಾರ್ಪಣೆ ಮಾಡಿ ಭಾಷಣ ಮಾಡಿದರು. ನಮಗೆ ಅಕ್ಷರಗಳ ಆತ್ಮವಿಶ್ವಾಸ ಬೇಕು ಆದರೆ ಅಕ್ಷರದ ಅಹಂಕಾರ ಇರಬಾರದು ಎಂದು ಅವರು ನುಡಿದರು. ಸಂಪಾದಕರುಗಳ ಪರವಾಗಿ ಚಂದ್ರಶೇಖರ ನುಂಗಲಿ ಮತ್ತು ಡಾ. ಬಿ. ಎಸ್. ಶೈಲಜ ಮಾತನಾಡಿದರು. ಡಾ. ಚೆನ್ನವೀರ ಕಣವಿ ಅಧ್ಯಕ್ಷತೆ ವಹಿಸಿದ್ದರು.

I would like to wish a very happy and prosperous new year to the readers of Vishva Kannada. A lot of time was spent in re-installing all the software in my PC. Then again I had to reformat the system and again re-install everything. I will write why I had to do all these in a separate article. Till then, happy times.
